Canberra’s leading law reform, a shared care approach to protect our urban forest

Sam is currently the Director of Tree Protection in the ACT Governments Urban Treescapes team, leading a team responsible for the protection management of over 110,000 trees on leased (private land). A passionate and highly knowledgeable advocate for urban trees, Sam promotes a strong focus on the human and societal benefits of trees, especially in cities. Her work with the ACT Government and the Urban Treescapes team showcases her commitment to protecting and enhancing urban trees, and her involvement in the development of the Urban Forest Act has highlighted her role in shaping policy for sustainable, healthy cities.
Mindful of its importance for fostering long-term environmental stewardship, Sam’s passion for connecting the community with trees was a key influence in her involvement as a founder of Canberra Tree Week. Sam’s volunteer roles with passionate tree groups including Treenet, Australian Capital Tree Community and Friends of ACT Trees, further highlight her dedication to public engagement and education on all things trees. Complimented by an academic background in Forestry and Arboriculture, Sam’s practical expertise in urban forest management makes her a well-rounded leader in the field of urban forestry.
ABSTRACT
In January 2024, the ACT Government introduced the Urban Forest Act 2023, marking a significant milestone in the protection and management of Canberra's urban forest. This new legislation aims to ensure a healthier, more resilient urban forest by enhancing tree protection across both public and private land.
My presentation will explore the key changes brought about by the new Act, including requirements for tree removal and replacement, the introduction of a tree bond system, and the expansion of the ACT Tree Register to safeguard the region's most significant trees. The session will also cover the collaborative process behind the Act’s development, including extensive consultation with community members, industry professionals, and other government agencies following it’s passing in the Legislative Assembly in March 2023, whilst preparing for change across the Urban Treescapes (ACT Government) team. Learn how these legislative changes are not only designed to protect and celebrate our trees but also to foster shared responsibility between the ACT Government, industry, and the community in maintaining a thriving urban forest for future generations.
